Who develops the spend plan?

The spend plan is primarily developed by the Resource Advisor. The Resource Advisor is responsible for managing the budget and ensures that resources are allocated efficiently and in alignment with the goals of the facility. They analyze projected expenses, understand funding requirements, and monitor expenditures to create a comprehensive financial plan that reflects the spending needs of the Medical Treatment Facility (MTF).

The Resource Advisor works closely with other roles, such as the NCOIC of the Resource Management Office, but their primary function is to ensure that the financial resources are effectively planned and utilized. This includes developing the spend plan as part of broader fiscal responsibilities.

The other roles mentioned have their own distinct functions: the Medical Treatment Facility commander oversees the overall operation and administration of the MTF, while the Chief Master Sergeant provides senior enlisted leadership but is not directly responsible for budgetary planning. The NCOIC of the Resource Management Office would assist in resource management but typically supports the Resource Advisor rather than developing the spend plan independently.
